I have thought of building a rig with a low rpm/high torque motor I have. The base would have 3 posts that the cutter assembly could slide up and down on. The cutter assembly would have the motor mounted on it. The cutter would be a bar mounted on the motor shaft that would have two "blades" that could be adjusted in or out, depending on the diameter you wanted to cut. The blades could be replace as they wear out. Use 60 to 80 grit for cutting. Make a dam out of modeling clay on the glass, pour in some grit and water and turn it on. The weight of the motor and frame should be plenty.
