There's several ways to do this job from welding or brazing the
two pieces together.  Then there is also just bolting the two
pieces together.  For that, I'd warm the band a bit and drill the
holes and use flatheaded screws.  The band being warmer than the
disk when you drill the holes will insure that the band is tight
when you put everything together as the longer band (when hot)
will stay in tension when you finally bolt evrerything together.
