[ATM] The Waindle pie plate grinder, looking for ideas

I cannot get the pie plates to rotate consistently.  The mechanisms all
work but the plate stays pretty much stationary.  I get a little bit of
rotation when there is not water in the plate, i.e. very light weight. 
Put some water in the plate and the friction of the plate against the grit
and the tool keep it in the same general position, even though the tool is
rotating under it and the plate is stroking across the tool.

I have tried various friction points, with no luck.

Ideas?
