A rolled edge, as opposed to a real turned edge would tend to make that kind
of a result where things hardly budge in the error dept.  The truely turned
edge is more of a sudden change in the ROC and most, when looking at the
error, tend to ignore the actual turned edge and look at the area just
inside of it, mixing in a little of the TDE.
If he truely has a rolled edge then yes, the end result will hardly change
as the edge is still putting it's light into the area of the disk.
FWIW, I've seen TDE that was a good inch longer than the center of the
mirror and only 1/8" wide.  I made the guy work all of that off before he
started parabolizing.
