Putting the average of your data into Sixtests, the result was it is an 
excellent mirror with .962 Strehl, 8.6 nm surface RMS.  The standard 
deviation of the readings said that RMS was ±3.2 nm.  This is probably all 
you can really get from multi-diameter Foucault, so it might indeed be time 
for the second-opinion star test to see if the wandering readings were from 
on-the-glass astigmatism or just the usual on-the-eyeball variations.
