I assume you mean -.05 and +.05 from COC.

Suiter did not say there was no difference between
those images.  He said that there was no difference
between a PERFECT mirror and a 1/2 wave undercorrected
 mirror at close to the same positions from COC.

Seems you have found the test to be more sensitive
than what Suiter describes.  Or you have not found the
poor sensitivity that Suiter objects to to be a
problem.
