Mark:

I think he's probably referring to an article titled "Optical quality in 
telescopes" by Ceravolo, Dickinson, and George in the March 1992 S&T, pages 
253-257. I'd have to root around in my attic to verify that, but it's the 
likeliest match from an archive search on the S&T web site.
