I was given one just like this from a friend. I eventually made a 
small cut through the locking ring and pried it out and then with a 
needle file scraped the putty out. Took about 3 evenings but the 
glass came out with minor damage (splinters on the edge) The locking 
ring is still at home and the outer portion returned to owner who 
wanted it back for a picture frame or similar. 

I had tried for about two weeks previous to that without success to 
get the locking ring to even move a millimetre.
