The SA term shown on your interefrogram wavefront  zernikes is always
paraxial surface SA, so 1/2 wave refocuses to 1/8 at the eyepiece( or best
focus of the interferometer) . Given the  other abberations the mirror might
have 1/2 wave paraxial SA3 term sounds entirely consistant with a final
wavefront strehl of better than 80%.
