Assume that you start off with a PERFECT SPHERE...

If you then work the center of that sphere, Which is
what you are doing when working MOT, the center will
become deeper and will have a shorter ROC... On the
test stand you usually reference the center of the
mirror so... compared to the NEW sphere in the center,
the edge now has a LONGER radius and thus appears to
be "turned down" even though it hasn't been touched.

If you were to reference an actual focal length on the
test stand, you'd easily see that the center is deeper
but that's not the way we look it.
