Paint should work as long as you use a metal etching primer first.  This type of primer has a mid acid in it and is often used before putting bottom paint on aluminum boats.  It is available from most well-stocked marine speciality stores (like West Marine).   A good quality epoxy paint should adhere well after the primer dries.

Having said that I vote for power coating also.
