Two things happen, one is that the forces of the motor are less and the
other is that the rotating mass isn't moving as fast so it's forces aren't
as strong.  You can move a massive body slowly and not really move the ship
it's sitting on very far but if you take that massive body and move it fast,
you can get the ship to move feet sideways - witness the broadside fire of a
battleship moving the ship sideways several feet while moving those rounds
about are undetectable when putting them in the guns.
