The brushless type fans are not able to be speed controlled as there is
electronics inside of them that turn the DC input into a AC signal which
actually drives the multiphase AC motor driving the fan.  The only thing you
can do with those fans is to mount them on a flexible rubber pad system and
let them bounce themselves about as they will (balancing the blades will
help here) without transfering the vibration to the rest of the system.
