It's not hardwood Birch all the way through.  They use a softer core.  Also, 
notice there are about 5 plys total on the Home Depot version of Birch Ply.  
Baltic Birch has 11 - 13 in the stuff I've used... and there are no voids or 
soft spots.  Many plies are ideal, however, I have sanded through the veneer 
ply on Baltic birch as well when re-finishing an older scope.
