The typical hole cutter (a circle of cutting teeth) makes a really rough hole and is better used for doorknobs unless you want to sand quite a bit

The next two options really require a small drill press...

A compass hole saw (the type with a center drill bit and a arm with a sliding cutting bit) sells for about $12 at Home Depot.   This makes very smooth holes but leaves a angled scrap on the circle (wheel).  This can be removes with a router or sander easy enough, but there's a better way

A similar hole saw that allows you to rotate the cutting bit 180 degrees and makes a smooth center wheel and leaves the angled scrap on the outer circle.  These are a little more expensive ($26) but make very smooth cuts.  Woodcraft offers one for $26 here:
