A great accessory for Ken's drilling block is a transfer punch -- a 5" metal
dowel the same size as your drill, with a sharp point at one end.  It can be
used to locate the block exactly over the hole.  Use an ordinary punch to
mark the desired hole location, poke the transfer punch point into the punch
mark, lower the drilling block over the transfer punch, clamp, remove
transfer punch, and drill!  With a little practice you can easily locate
hand drilled holes within better than 0.010" this way.  Enco sells a set of
transfer punches for ~$15, or you can buy individual punches for ~$1.
