If it is necessary to replace tiles, I would cast a new tool using the now
concave mirror as a mold and glue new tiles to it.  Some grinding with the
last grit may be advisable to ensure good contact between new tool and
mirror.

So saying, this begs the question of using other methods to hog out the
mirror in the first place.  I just tried a pre-shaped cast iron tool and was
able to rough grind a 10" mirror to f4.5 in less that 4 hours and used less
grit than with a glass tool.
