Cutting is easy... a regular hacksaw will work fine.
Drilling... you need to be careful, you generally want to avoid having
a local
pressure on the tubing, so it is better to have some kind of clamping
mecanism
glued at the end of the tubes.
0.750 for 12.5 inch... yes... no problem if the rest of the truss is
done right.
