When the lap seems tobe just skating across the mirror then you
have too much water on the lap and it isn't making contact.
I'd probably just go and grab some micromesh and press that into
the lap to get a lot of very fine blocks and see if that does any
better.
I'll note that a mirror that has different amounts of
undercorrection tends to be from not going around the barrel
enough.  Turn the mirror and lap frequently and, especially when
figuring, you need to do strokes from different angles over the
lap a lot more in order to keep that dynamic figure from getting
saddle shaped like you had.
