Sounds like you got the Willmann-Bell kit.
Those blanks are molded and it is your choice of which side to
do.  I usually do the top side which needs beveling just because
there is more area there in the end and the center is usually
depressed.
The video more shows doing a COC stoke as you surmised and you
need to do a bit of side swing to do the W stroke properly.  The
amount of turning is more dependent upon how often you wish to
stop and turn the tool and mirror.  I generally keep turning the
mirror (I have a lazy wrist motion that turns the mirror as the
stroke is done and keep moving my hands around the mirror) and
turn the tool about every five minutes or so.  The big thing with
the turning of the tool, which should be done even on a grinding
machine , is to keep the tool from getting astigmatic and making
for trouble.
As to TDE, there are a numbr of ways to get rid of it, from
flipping the tool and mirror over and working with te tool on the
bottom to doing short strokes COC that should remove the TDE.
