Annealing?  What annealing?  We don't need any stinkin' annealing
with such a setup!
Yes, indeed, the lower power levels are attaained by running the
magnetron for a short period of time (in seconds off vs. on) but
the glass won't appreciatabley ccool down when the oven is in the
off cycle vs. the on part of the cycle.  Gaining a good control
of the average heat tho in a more gradual fashion will take some
electrical knowledge of a microwave oven and replacement of the
timer control of it with something external.
You may not even be able to get down that far during the process
so the point may be moot anyway.
BTTW, if you're a doctor of medicine and doing any research, you
may be able to build a good sized kiln and not have to worry
about the FCC bothering you as the rules are differeent for
electronic emmissions when the medical field is the driving cause
of the reason why so much power it being put out.  As one wag
puts it, you can put out megawatts of power anywhere on the RF
spectrum and the wordst that the FCC can do is ASK you to not
transmitt on that particular frequency but rather something
nearby that doesn't interfere with some particular
communications.!
