Kriege & Berry's book, "The Dobsonian Telescope" shows several pictures 
of a third auxilliary ring for the upper cage that could be modified to 
allow the upper cage to rotate. Keep in mind that the combined weight of 
the focuser and eyepiece will now require a rotational counterweight to 
prevent  self rotation of the upper cage. Precise construction will also 
be required to keep the telescope in collimation as the upper cage is 
rotated.
