The best way to cut the sheet metal is a sheet metal shear. Using a
paper cutter for stainless is likely to be pretty hard on the paper
cutting blade. Judging from your signature, you work at a college.
There is likely a machine shop somewhere on campus. Find out who runs
it, and go see him. If your campus is anything like mine, informal
arrangements for access are often possible. Good luck
