Actually it is vice versa. Water is ideal to be excited by microwaves
because its molecule is highly polar. It reacts vigorously with oscillating
electric field
absorbing its energy and transforming it into kinetic energy of molecular
vibration
(heat) .Non polar substances do not "see" microwaves at all. Metals reflect
them.
