Once you get rid of the TDE, a few strokes will smooth out the surface,
especially if you watch what is happening when you do this.
What you are doing right now is widening out the ROC of the middle and not
touching the center that much so you are going to be getting a bit of
zoniness.  The roughness is probably from a hard lap that is getting pressed
onto the mirror hard with the localizing strokes you have been doing and
that will come out when you lighten up the weight on the lap (or spread it
out more) and work the whole mirror at the same time.
It's just a matter of being master of the mirror rather than letting it be
the master.  When it is the master, it will have all kinds of fun with you
as glass really desn't like being just a support for a little bit of
aluminum on occasion.
