If you use three or four (or more) layers, offsetting the layers, then using
small press-fit pins of some type, will increase the strength greatly, and
also aid in holding the layers together while the epoxy is curing.  Even
round wooden toothpicks work very well.  The layers would be something like
this and, depending on how wide the material will be, would use 6 pins.  I
can send a better picture off-list of you prefer.
