Ordinary epoxy glues of the not too fast curing variety usually stick 
pretty well to aluminum, especially if you rough up the surface a bit 
with medium to fine sand paper.  Can't say for sure about adhesion to 
paint.  It may vary some among paint types.  If you rough it up with 
sandpaper first, the chances are reasonably good with most any decent 
grade of epoxy.
