If you will reduce your Foucault data via Sixtests or FigureXP,
you will find that estimate of your actual b (best fit conic constant)
is calculated along with other interesting things like superb
graphical presentation of the surface crosssection.

I wander which article you are reading.
You are right that the more zones the better surface estimate but it is not
that bad as you think. You may check this by yourself by gradually
increasing number of zones from 4 to 5, 6, 7.... and see how this
influences resulting surface curve. There is a point of diminishing
returns from which the information you need is only marginally
better and is usually lost in measurement errors noise.
