Thanks to everyone who gave me advice.

 I ended up sanding the tube inside and out, cleaning it in hot detergent,
rubbing it down with acetone and taking it to the powder coater. When I got
there, the two guys who owned the place,  got excited about someone making a
telescope, and they decided that I didn't need to go with the "cheap" silver
job (it really looked nice , a silver metal flake) that they were painting
at the time and offered me a textured flat black finish for the same price.
I think that it will look great. Thanks for all the help.
