I have about the same situation as you. I dont know if I can stand out in
the garage when its freezing anyway. I had to buy a kerosene heater for use
during this activity.

As for the lap I think the ambient temperature is going to harden your lap
too quickly unless you can warm up your garage. I had this problem. As you
have done I would soak the lap in warm water until it was the right
softness. I found when it was too cold in the garage it would harden back up
again quickly. Even if the glass is left in the garage and I warm up the
garage before polishing, just placing the warmed lap on the cold glass would
harden it. I have to keep the glass inside so that it stays warm enough to
work.
