ATM Steel washer tool

OK.  I've decided to cover my tool with steel washers.  I bought 9/16
inch hardened steel washers that are about 3/8 of an inch thick.  When
I apply the washers, should I space them out or put them touching as
much as possible?  Is there a pattern that I should use or just get as
many as possible on the tool?
