Roughing the surface "between pours" will increase electrostatic bonding,
but there is no bond outside of that .  They are in essense two pieces.  Not
a good idea.

With concrete (which is similar).  The only way to connect a second "pour"
is by use of anchor bolts which are inserted after drilling the concrete and
set with epoxy.  The new concrete sets around the anchor bolts and this
holds the two pours together.

This is a "curing" process.

Make a new tool.  You cannot add more POP at a later time.
