Typical concrete has a CTE of 5.5X10^-6 per F degree, the same as plate
glass. Epoxies have CTEs all over the place so it's just a matter of
picking the right one. If the optical layer is plastic enough and thin
enough it doesn't matter -- this is why paint doesn't fall off, after all.
