I went back last night and looked again at the paint job.  The dust appears
to be (and it should have been obvious) just a result of overspray.  I used
a clean cotton rag and lightly wiped down the entire tube surface.  This has
removed all the "dust".  Looks great!  I'm still thinking about baffling as
a future improvement.
