Respectfully, not even close. When you hot press a lap, you should move the
mirror around. There will not be any high spots.
The chip is not a big deal, it happens to all of us. I recommend that Dave
just re-bevel the lap to prevent any more chips and move on.
The finished mirror will (and should) have a bevel. This will prevent
chipping in the future when the mirror is handled, taken out of it's mount
and variosu other sources. It is just the way of the world.
