i think so.
Largest value occurs when x and y don't cancel.
for y = -x.
2x/sqrt(s*s+2x*x)
make x >>s:
2x/sqrt(2x*x) = 2x/(sqrt(2)x) = 2/sqrt(2)= sqrt(2).
