In my experience, a shroud works well in light-polluted areas, but don't forget to also use an extension tube above the UTA. It should be impossible for light to directly shine into the eyepiece. An experiment is to look in the eyepiece and have someone shine a flashlight in here and there. With my scope, people drive around with their headlights on and I can't see it. Without the shroud and extension I can see it.
Mel's shroud over your head also works wonders on very faint objects. What it does for me is, after I've had my eye to the eyepiece for a while, my eye becomes more dark-adapted. That is because the background in the eyepiece is darker than the nite sky (in my locations). Without having ever measured it, I assume my pupil has opened up more.
