It seems the center is nearly spherical and that around the 50% radius
there is a certain amount of correction put in. More outside, the 
correction
is again small and to end the edge seems very turned down.
There is some primary ripple (dog-biscuit) also.

As others have said, you should make other pics to be able to
conclude more firmly. What about having the grating horizontal instead 
of vertical, in order to confirm or not the TDE?

If the mirror is polished out and if the TDE is confirmed, you should
probably attack it first, with a standard TDE-reduction stroke (what
lap do you have?). This would blend the TDE into some correction to
the zones more inside. Don't worry too much now about the 40% zone
it might simply disappear while you fix the TDE.
