One place to look is at Advanced Glass Industries
(AGI)

They specialize in blanks, not finished products
Their "substrate grade" Corning fused silica we use to
make lots of smaller optics. We have also purchased
material from them to make tooling for optical
processing, and as far as I can tell, its just Corning
fused silica with too many inclusions to pass the
test.
They quoted me about $800 for a 10" diameter 2" thick
"optical" quality blank to replace the Bk-7 one in our
interferometer at work.
NO matter what it will not be cheap to find a 20" FS
blank, unless you happen to hit Surplus Shed or Ebay
at just the right time.
