Hi Roger,
Although I think you make a good point, the conditions you mention usually
cause enough eye irritation that the person suffering isn't going to be
participating in telescope related activities anyway.  If you are worried,
swab the eyepiece with alcohol before you put your eye to it. Or screen the
prospective viewers before it gets dark
Or, if that isn't protection enough, don't let anyone use your telescope.
