3M77 also looses adhesion below -10C. The should remove the word Super from
the label.

I found that standard Locktite contact cement works fine.

one caution on 3m77 is that it loses bond strength rapidly as temp
approaches 120°F. 3m90 is good to 150°F. something to consider if you ever
have your scope out all day at a star party.

 It won't dry.  3M Spray 77 would probably be just fine
for this job too.  It has the advantage that you let the solvent
evaporate before you put the layers together.  Just use a light coat on
the foam core, because if the solvent penetrates the paper, it may well
melt the foam.  If one layer of foam core isn't stiff enough, laminate
two together to get 8 times the stiffness.
