The purpose of the fans is to more quickly stabilize the temperature of the
primary mirror with ambient. The reduction of the thermal induced turbulence
(improving view?) is a secondary affect. OF course, once the mirror reaches
equilibrium the thermal turbulence is no more.  So the goal is to bring the
mirror to equilibrium.
