[ATM] A new Foucault analysis program

Andreas Reifke has written / is writing a new Foucault test analysis program called, "Foucault Test Analysis".

I have tried it and have found a couple of bugs that need to be fixed.  They are probably serious enough that one shouldn't use the program for real work just yet.  I have emailed Andreas about those.

When Andreas has it whipped into shape, I think it may be a useful addition to the repertoire.  It uses the same math (according to Andreas) as Sixtests, and has several useful features Sixtests does not have.
