I have been thinking about how to do this. Here's what I propose.

A sine wave oscillator generates 60Hz. That's the easy part. A phase shift
oscillator certainly meets the bill, and is easily adjusted in frequency to
match the stars movement.

Two 12 volt push pull audio amplifiers, 5 to 7 watts will do, are driven
out of phase. The outputs are connected directly to the motor winding.
There is no need for a voltage boosting transformer, no need to go to
117VAC and back down to 12VAC. I think the dual audio amplifier used in the
typical car radio would do nicely.
