I just happened to read this last night in Texereau Second Edition p23-24:

Much talk about theory regarding what is happening during polishing, then..., 

"This layer is immediately spread across the surface, much the way butter is
spread on a slice of bread.  The theory is surprising, but it does help account
for the mysterious reappearance of pits when a surface, polished by typical
industrial "brute force" methods, is repolished by gentler techniques."
