Hi:
Another reason is that quite a few  libraries use contract services to
get their books, the services also supply computer or microfiske indexes
for
them and knowing what the capacity of the library is the contract 
service tells them what books to get rid of when they get new books,
so when you donate books to the library they may not have the ability
to add books to their index or want to because the books don't fit into
their general plan, so they go into the "to be sold" pile. A way to
insure
putting books into the system is to run a program to collect money to
give
the library a grant so they can purchase the books to put into their 
system, and even this may not be received with open arms as you are
mucking around in their empire.
