I haven't made eyepieces but am planning to do it someday. In one of 
the Ingalls ATM volumes (3 I think) is a detail account on how to 
make eyepieces. A lathe is almost a requirement though, as one needs 
it to make the small laps (can be made by other methods), center the 
eyepieces and make the eyepieces holders.  But with some ingenuity 
one might get the job done without a lathe.
