I have one of these that I purchased at th Riverside Telescope Makers 
Convention at Big Bear many years ago.
I didn't know what kind it was until looking at the patent info. The flat 
base makes me think that it was originally for a Cassegrain or Mak 
configuration. The height would be strange on all but the largest Newtonian. 
It came with a base piece that adapted to a side tube mount , but it was 
very flimsy.
