The brighter dots I can see in your image (if they're not an artefact) seem
to match the periodicy of the surface roughness, but weave of the paper
fabric does seem to be much finer, but "in tune" with the pattern of the
roughness in general....

I found what the mirror was rapped in. It may be the
cause. It is a paper towel like material. The weave
is about twice as small as the pattern on the mirror
however.
My theory is that mostiure and dirt etched the glass
over the thirty years of storage in the wrapping
material. Perhaps the acid from the paper did most of
the damage.
