So this is sort of just a symantics thing, lapping
powder = grinding grit whose particle shape has been
manipulated to assist with fine grinding, but to also
diminish the subsurface fracturing that may occur with
more block like particles, which in theory will
diminish the stock removal (aka time) in polishing
needed to produce a pit free surface. 

But, they can indeed be run with polishing pads,
produces sort of a pre-polish, but then you end up
with aluminum oxide contaminated pads, polishing
compounds (powders) tend to have a shape that cleaves
instead of grinds.
